IACBAM 3003:2025 is not intended to identify who knows the most about CBAM. Its purpose is to ensure that trainers can explain and apply CBAM requirements correctly, consistently and in a way that helps organisations avoid mistakes.

CBAM errors are often caused by inconsistent interpretations, outdated training materials, unclear responsibilities or theoretical knowledge that is difficult to apply in practice. IACBAM 3003 establishes a common foundation for trainers working with declarants and professionals within the CBAM zone.

What is IACBAM 3003?

IACBAM 3003:2025 is the Train-the-Trainer standard within the IACBAM certification framework.

The programme prepares experienced CBAM professionals to deliver training in accordance with IACBAM standards, methodologies and quality requirements. It combines regulatory knowledge with practical teaching skills, structured course delivery and a clear understanding of the trainer’s responsibilities.

Certified trainers help translate complex CBAM requirements into practical actions without oversimplifying the regulation or creating unnecessary complexity.

Who is it for?

What can an IACBAM 3003-certified trainer do?

In accordance with the applicable IACBAM requirements, a certified trainer can:

• Deliver professional CBAM training aligned with IACBAM 3004:2025.
• Prepare professionals for the IACBAM 3004 certification examination.
• Support organisations implementing an IACBAM 3002-aligned CBAM Management System.
• Support or conduct the IACBAM 3002 clearance process where permitted under the applicable IACBAM rules.
• Explain CBAM requirements consistently to declarants and other professionals.
• Identify knowledge gaps, incorrect assumptions and common compliance risks.
• Use approved materials and learning outcomes as the basis for structured training.
• Contribute to the development of reliable CBAM competence within organisations and supply chains.

IACBAM 3003 certification does not provide unlimited authority to issue IACBAM certificates independently. Training, assessment and certification activities must follow the current IACBAM rules and quality-control procedures.

Position within the IACBAM framework

IACBAM 3003 connects organisational assurance with professional competence.

IACBAM 3002 focuses on the CBAM Management System of the declarant organisation.

IACBAM 3004 certifies the professionals who need to understand and apply CBAM requirements in their daily work.

IACBAM 3003 prepares the trainers who support both sides of this framework: helping organisations implement reliable CBAM processes and developing professionals who can perform their responsibilities correctly.

For training activity outside the European CBAM zone, IACBAM 3005:2026 provides the corresponding Train-the-Trainer pathway.

Maintaining certification

CBAM legislation and implementation guidance continue to develop. Trainer competence must therefore remain current.

IACBAM 3003 certification is valid for one year and is maintained through the applicable annual renewal and re-examination requirements. Certified trainers are expected to remain informed about regulatory developments and incorporate relevant IACBAM updates into their training.

Current and future delivery model

IACBAM 3003 is currently delivered directly by the Association to ensure consistent interpretation of the standard and a high level of training quality. Certified trainers are prepared to deliver CBAM training in line with IACBAM requirements, with a particular focus on the knowledge and practical application required within the CBAM zone.

As the trainer network develops, IACBAM intends to enable qualified external training providers to deliver IACBAM 3003 under an approved and controlled delivery model. IACBAM will continue to define the standard, oversee quality assurance and control certification decisions.
