EU Commission Shares Follow-Up on CBAM Verifier Accreditation Webinar

DG TAXUD has published a follow-up and resources from its recent webinar on becoming a CBAM verifier, detailing accreditation processes and upcoming registry requirements.

On July 31, 2026, the Directorate-General for Taxation and Customs Union (DG TAXUD) published a follow-up to its recent webinar regarding the implementation of the EU's Carbon Border Adjustment Mechanism (CBAM). The session, which took place on July 16, 2026, was the third in a series and focused extensively on accreditation and verification processes for both EU and non-EU verification bodies.

Under CBAM regulations, only verifiers who are officially accredited by EU National Accreditation Bodies (NABs) are permitted to verify the total embedded emissions declared in an importer's CBAM declaration.

Key Webinar Highlights and Updates

Aimed at EU ETS verifiers and potential new applicants, the webinar provided a deep dive into verification rules and the current state of play regarding NABs that offer accreditation. The session covered several core elements of CBAM compliance:

  • Verification principles and governance.

  • The main stages of the verification process.

  • Scope of audit and Monitoring Plan validation.

  • Handling misstatements, data gaps, and materiality.

  • Risk assessment and site visits.

  • The key differences between CBAM and other emissions verification systems.

Additionally, DG TAXUD summarized recent updates to the CBAM methodology. These updates included clarifications on the functional unit, new rules for setting up multifunctional production processes, calculating embedded emissions of precursors, and defining the new system boundaries for iron, steel, and aluminium products.

Critical Action for Verifiers: September 1 Deadline

The Commission outlined an important upcoming action for all prospective verifiers: starting September 1, 2026, verifiers must create an EU Login Account and join the CBAM Registry to formally apply for registration to a National Competent Authority (NCA).

Joining the CBAM Registry is essential, as it allows verifiers to seamlessly and safely collaborate with producers in third countries and share necessary verification reports.

Highlighting the urgency of the situation, Vicente Hurtado Roa (Head of Unit, C2 DG TAXUD) stated: "If you’re a verifier, make sure that you’re ready to get your accreditation as soon as possible. Those who will access accreditation first will be better placed to provide services to clients. There’s a large demand on the side of the exporters to get verification of their emissions".
