DG TAXUD Consolidates Guidance, Registry Access, and Training Resources for CBAM Verifiers

28 september 2026

The European Commission has released a centralized update highlighting new guidance documents, operational manuals, and training videos for CBAM verifiers and National Accreditation Bodies.

On September 28, 2026, the European Commission’s Directorate-General for Taxation and Customs Union (DG TAXUD) published a comprehensive update aggregating newly released resources designed to help CBAM verifiers navigate accreditation and system access.

This consolidated release serves as a centralized hub for independent verification bodies and National Accreditation Bodies (NABs) preparing for the definitive regime. The guidance explicitly targets verifiers who will be responsible for reviewing emissions reports from non-EU installation operators producing covered goods.

The European Commission highlighted three primary categories of resources now available to stakeholders:

  • Verification and Accreditation Guidance: This includes foundational rules for verifying third-country installation emissions, alongside specific protocols for the National Accreditation Bodies tasked with the accreditation and surveillance of these verifiers.

  • Registry Access and Operational Documents: The Commission has formalized the procedure for obtaining CBAM Registry access (effective September 1, 2026) and outlined the respective roles of verifiers, accreditation bodies, National Competent Authorities, and the EC. Furthermore, three specific documents have been provided for the O3CI portal: general guidance on access and registration request procedures, a quick guide on requesting technical user access, and a complete user manual for the accredited verifiers and installation operators portal.

  • Training Videos: Three new visual training guides are now hosted on the CBAM Registry webpage. These videos provide step-by-step instructions on applying to become a registered verifier, submitting system change requests, and actively managing collaboration requests with operators of third-country installations.
