30 september 2026

DG TAXUD has published a technical follow-up and resources from its fourth CBAM implementation webinar, detailing compliance chain actors, monitoring methodologies, downstream extensions, and the 2027 declaration deadline.

The European Commission’s Directorate-General for Taxation and Customs Union (DG TAXUD) hosted the fourth webinar in its implementation series, titled "CBAM: from policy to practice - emissions calculation, declarations, and certificates." The event provided practical guidance for businesses preparing for the first definitive compliance deadline on September 30, 2027, by which time the initial annual CBAM declaration must be submitted and corresponding certificates surrendered.

The session featured a panel discussion highlighting the strategic purpose of CBAM in deterring carbon leakage and ensuring fair industrial competition across Europe. European officials emphasized the fundamental shift in the regulatory landscape following the end of the transitional period:

“The biggest change since 1 January 2026 is that CBAM moved from reporting emissions during the transitional period to attaching a financial consequence to those emissions.” — Vicente Hurtado Roa, Head of Unit for CBAM, Energy and Green Taxation
