European Commission Publishes CBAM Registry Access Procedure for Verifiers

As the September 1, 2026 milestone for verifier registration approaches, the European Commission has published the official access procedure outlining how accredited verification bodies can enter the CBAM Registry.

This new procedure provides a clear framework for how verifiers will interface with the system and explicitly defines the divided roles and responsibilities among verifiers, accreditation bodies, National Competent Authorities (NCAs), and the European Commission itself.

"The Commission has published a procedure setting out how CBAM verifiers can obtain access to the CBAM Registry as from 1 September 2026 and describes relevant roles and responsibilities of verifiers, accreditation bodies, EC and NCAs."

To successfully onboard and issue verification reports, accredited verifiers will use the module for non-EU installation operators (O3CI portal). The Commission has outlined a three-step registration process within the portal:

1. Create an EU Login account equipped with two-factor authentication (2FA).

2. Submit an access request through the CBAM portal.

3. Submit the formal application to the respective EU NCA to become a registered accredited verifier.

Alongside the access procedure, the Commission also published comprehensive operational resources on August 27, 2026, including the formal "CBAM Registry - User manual – Accredited verifiers and Installation operators Portal." This manual, along with dedicated video training materials and step-by-step guidance, explains how non-EU operators and verifiers will actively collaborate and securely exchange emissions information.
