Stortinget Formally Passes the New CBAM Law

Norway has taken a critical legislative step forward in its preparations to implement carbon border pricing. The country's parliament, Stortinget, has formally adopted the government's bill for the carbon price adjustment on goods imported into the EEA, officially establishing the domestic "CBAM law."

The new national statute officially incorporates the core EU Regulation (EU) 2023/956, alongside the subsequent simplification amendments under Regulation (EU) 2025/2083, directly into Norwegian law.

However, the announcement highlights a final diplomatic hurdle required before the tax becomes operational:

"The CBAM law cannot enter into force until the CBAM regulation is incorporated into the EEA Agreement through a decision in the EEA Joint Committee. Stortinget voted to consent to participation in the EEA Joint Committee's decisions regarding the CBAM regulation."

By proactively voting to consent to the upcoming EEA Joint Committee decision, parliament has cleared the political path for a seamless rollout. For businesses importing covered commodities into Norway, this means that while the formal operational trigger depends on the final EFTA-EU signature, the domestic legislative scaffolding and parliamentary backing are now entirely finalized ahead of the 2027 targets.
