Norway Announces Additional Consultations for 2027 CBAM Implementation
26 maart 2026The Norwegian Environment Agency and Customs Service have announced overlapping public consultations regarding domestic CBAM regulations and a new importer registration scheme ahead of the 2027 launch.
Work to incorporate the EU's Carbon Border Adjustment Mechanism (CBAM) into Norwegian law is rapidly advancing. To ensure the national regulatory framework is fully prepared before the mechanism takes effect domestically on January 1, 2027, Norwegian authorities have announced a series of overlapping public consultations.
The latest updates involve concurrent hearings from both the Norwegian Environment Agency and the Norwegian Customs Service, targeting both the environmental compliance and the logistical border aspects of the new carbon tax:
"More regulations will be in place when CBAM is introduced in Norway from January 1, 2027... Through the registration scheme, operators in Norway will receive an identification number that will be necessary when EU legal acts that impose requirements on goods from third countries are incorporated into Norwegian law."
Businesses and operators importing covered goods into Norway must pay close attention to two distinct deadlines for submitting feedback. The Environment Agency's consultation regarding the carbon price adjustment regulations closes on March 27, 2026. Shortly after, the Customs Service's consultation regarding the establishment of the new importer registration scheme will close on April 13, 2026.
As additional EU legal acts are formally incorporated into the EEA Agreement, the government notes that further relevant hearings will be announced in the future.
