Norwegian Authorities Hold Joint CBAM Implementation Webinar for Importers
2 september 2026The Norwegian Environment Agency and Norwegian Customs (Tolletaten) hosted a joint operational session clarifying covered commodities, supplier data requirements, emissions reporting, and certificate management ahead of Norway's 2027 launch.
The Norwegian Environment Agency (Miljødirektoratet), in close coordination with Norwegian Customs (Tolletaten), conducted a joint digital webinar on September 2, 2026, titled "CBAM: Which goods are covered, and how to prepare?" The event provided practical guidance to local importers and stakeholders navigating the transition toward Norway's domestic border carbon tax.
The session reconfirmed the targeted national timeline and warned businesses that immediate action is required to construct audit-ready supply chain data feeds:
"CBAM (the regulation for carbon price adjustment for imported goods into the EEA) is planned to enter into force in Norway from 1 January 2027. This means that companies planning to import CBAM goods in the future must start preparations now to ensure they have the necessary information and reporting basis in place."
The presentation divided regulatory oversight and practical guidance between the two primary domestic enforcement authorities:
Norwegian Customs (Tolletaten): Clarified the precise tariff scope and commodity codes covered under CBAM, alongside customs-specific declaration protocols and classification rules.
Norwegian Environment Agency (Miljødirektoratet): Detailed the exact primary emissions data importers must collect from overseas manufacturers, the underlying emission calculation formulas, and the operational processes for purchasing, holding, and surrendering CBAM certificates.
The authorities confirmed that written answers to stakeholder questions submitted during the session, along with a full video recording of the webinar, will be published on the Norwegian Environment Agency's official portal.
