HM Revenue & Customs (HMRC) has launched a dedicated online service and email channel for businesses to submit general queries, detailed policy questions, and technical feedback regarding the UK Carbon Border Adjustment Mechanism (CBAM).

HM Revenue & Customs (HMRC) has launched dedicated communication channels for businesses needing assistance with the UK Carbon Border Adjustment Mechanism (CBAM).

If businesses cannot find the information they need while preparing for the 2027 rollout, HMRC has established two distinct pathways for inquiries:

  • General Queries: For questions regarding registration support, reporting, record-keeping requirements, or whether CBAM applies to a business, users should utilize the newly launched online form available via the HMRC portal. Accessing this form requires users to sign in.

  • Detailed Policy & Technical Questions: For more complex issues, HMRC has provided a direct email channel (cbampolicyteam@hmrc.gov.uk). This inbox is specifically intended for:

    • Providing feedback about a potential gap or issue in the published guidance where particular circumstances are not covered.

    • Asking questions about future policy decisions that are not covered in current published guidance.

    • Asking technical policy questions where the published method does not appear to cover a particular product or production process.

Additionally, stakeholders can use this email address to request addition to the official CBAM mailing list by including 'CBAM mailing list' in the subject line.

HMRC stated they will review feedback and usually send a reply by email within 14 days.
